Cultural Landscape Frame for Flood Adaptation in Urban Planning

This study aims to develop a Flood-Adaptive Cultural Landscape (FACL) framework for preserving and utilizing traditional knowledge in the management and planning of flood-prone areas downstream of the Kon and Ha Thanh rivers in Binh Dinh province. The FACL integrates riparian cultural elements with Nature-based Solutions (NbS) to enhance flood resilience and preserve local cultural identity. Interviews with managers, experts, and communities reveal challenges, such as limited dissemination of traditional knowledge, lack of stakeholder coordination, and financial and policy barriers. However, opportunities exist for ecosystem restoration, water resource protection, and the development of multifunctional open spaces. The study proposes incorporating the FACL into urban planning through policies that respect cultural values, adaptive ecological design, enhanced community collaboration, and increased awareness. The findings confirm that FACL is an effective tool for promoting sustainable urban development, climate adaptation, and the protection of indigenous cultural heritage.
