Crowdsourcing, Community Notes, and Participatory Verification

As algorithmic infrastructures increasingly govern the verification of online content, decentralized systems have emerged as alternatives to centralized models of epistemic authority. These participatory fact-checking systems operationalize a polyvocal epistemology, an orientation that foregrounds collective judgment, transparency, and deliberative accountability. By redistributing the labor of verification to diverse users, such systems offer potential correctives to the opacity, elitism, and biases of automated fact-checking. Yet these gains are accompanied by structural vulnerabilities: unequal participation, susceptibility to manipulation, and the challenge of ensuring epistemic coherence and fairness at scale. This chapter analyzes the normative promise and practical tensions of participatory verification as both an epistemic innovation and a sociotechnical infrastructure of truth-making. While crowdsourced systems can augment epistemic legitimacy through transparency and pluralism, their success hinges on robust governance mechanisms, cognitive inclusivity, and ethical design attuned to epistemic justice.
