Cross-sectoral integration in the agro-industrial complex as a strategic direction for the development of the Russian Far Eas
Irina Zhupley, Olga FedoreevaThe article is devoted to the study of theoretical aspects and practical mechanisms of inter-sectoral integration in the agribusiness of the Russian Far East as a strategic factor for ensuring the food security of the macroregion. Based on the systematization of existing approaches, the paper substantiates the theoretical and methodological addendum to the development and formation of inter-sectoral integration developed by the authors. A new economic category, "inter-sectoral integration in the regional agribusiness", is introduced, shifting the target orientation from standard narrow-corporate analysis to the strategic level and reflecting the specifics of the "geographical and climatic pessimism" of the territory. The calculated parameters of food self- sufficiency in the Russian Far East in the retrospective period are presented for the main food product groups. An empirical analysis of structural shifts in the food resources of the macroregion for 2014–2025 was carried out; the presence of deep production-institutional gaps and disintegration of the "production – processing – logistics" chains requiring measures for their reduction was proven. A medium-term forecast of the functional and sectoral structure of agriculture in the Primorsky Krai up to 2028 was constructed, confirming the grow- ing imbalances in favor of the crop production sector. Based on the results obtained, a complex of strategic measures for state authorities was formed, focusing on the formation and development of inter-sectoral inte- gration, as well as the modernization of advanced development territories (ADT) regimes, overcoming price disparity, and technological pairing of the agrarian and energy sectors
