Cross-Institutional Police Assignments And Plural Security Governance

This chapter offers a conceptual and interpretive examination of the assignment of Indonesian National Police (Polri) officers to positions within government ministries and state institutions outside the formal police structure.Drawing on the international scholarship on plural policing, nodal governance, and police capacity building, it argues that properly governed cross-institutional assignments are consistent with contemporary models of democratic security governance and can strengthen policy coherence, inter-agency coordination, institutional learning, and civilian oversight of security expertise. The analysis engages with legitimate concerns raised in Indonesian public debate (including meritocracy, conflicts of interest, institutional integrity, and democratic accountability) and treats these as governance design questions rather than as grounds for categorical prohibition.The argument is situated within the comparative literature on police reform in democratic transitions and within Indonesia-specific scholarship on Polri’s unfinished reform agenda. The paper concludes that the appropriate policy frontier is not whether such assignments are permitted, but how they are governed.
