Cross-cultural Policy Translation: How Government–academic Partnerships Enable Educational Innovation Across Diverse Governance Systems
Lisa Marie MacLeodThis chapter examines how educational policies traverse national boundaries through government–academic partnerships across diverse governance systems. Using comparative case studies from Japan, the United Arab Emirates, Malaysia, Bangladesh, and Canada, the analysis demonstrates that successful policy implementation requires cultural translation rather than simple policy transfer. The conceptual framework integrates policy translation theory, adaptive leadership, and cultural intelligence to explain how educational leaders navigate complex cross-cultural environments. Findings reveal that leadership functions as cultural mediation, governance structures determine reform capacity, and collaboration catalyzes innovation when characterized by reciprocity and mutual learning. The chapter offers practical implications for policymakers and educational leaders engaged in international educational reform.
