Coordinated Optimisation of Offshore Wind Farm Cluster Collection‐Transmission Systems

ABSTRACT

Although there exist abundant wind resources in the far‐shore sea area, the collection and transmission of electricity with low cost is deemed a technical difficulty in the OWF planning stage. To solve this problem, a comprehensive economic model of the offshore wind farm (OWF) cluster electrical system is firstly established in this paper. Then, a bi‐level optimisation model is formulated with the aim to minimise the total yearly cost of the electrical system. The upper level is to determine the locations and types of the offshore substations (OSs) inside the OWFs, which are the inputs of the lower level, as well as the cable types and links among the OSs and among the OSs and the onshore Point of Common Couplings (PCCs). The lower level is to determine the cable types and topology of the collection system inside each individual OWF with the aim to minimise the collection system's yearly cost, which is transferred to the upper level. Both levels are solved by the Binary Particle Swarm Optimisation (BPSO) algorithm, and the proposed method is verified by the case study of the Rudong OWF cluster.
