Conclusion: Rethinking the Integration Opportunities of Refugees

Abstract

This concluding chapter reiterates the central argument of the book: Australian refugee integration services are characterized by a gap between formal inclusion and substantive opportunity. Drawing on the capability for integration framework, the chapter argues that insufficiency, irrelevance, and conversion failure together undermine the substantiveness of refugees’ educational and employment opportunities. Across these domains, refugees confront policy invisibility, credential nonrecognition, and racial discrimination. Building on the empirical insights developed in the preceding chapters and in dialog with the relevant literature, the chapter offers a critical synthesis of the structural logic of refugee integration opportunities in Australia. It closes with a forward-looking agenda for policy, practice, and research oriented toward substantive rather than merely formal refugee integration.
