COMPARATIVE LEGAL ANALYSIS OF MODELS OF POLICE UNITS’ PARTICIPATION IN COUNTERING BIOLOGICAL AND SOCIAL THREATS
Eduard ElovikovBased on a comparative legal approach and an examination of the legislation of several countries – China, the USA, Germany, France, and the UK – the paper examines how police structures are involved in countering biological and social threats. Three key models have been identified and described: the state administrative model, the liberal decentralized model, and the conventional model. The legal framework for the use of administrative coercive measures, the practice of interaction between the police and medical services, and the mechanisms for implementing quarantine restrictions have been analysed. Drawing on the experience of foreign countries, the author proposes specific steps to improve the legal and organizational support for the work of Russia’s internal affairs bodies in the context of bio social threats.
