Clustering of municipalities of the Kemerovo region — Kuzbass in terms of labor productivity in healthcare
Artem Popsuyko, Galina ArtamonovaThe challenge of increasing labor productivity in economic and social sectors requires the development of necessary organizational measures that take into account the intra-regional differences between Russian regions. The urgency of this problem stems from Russia's current development goals in the context of the implementation of new national projects, one of which is "Labor Productivity," some of whose indicators have been implemented in the healthcare sector. This study clustered municipalities in the Kemerovo-Kuzbass region based on medical personnel productivity. It was shown that the existing agglomeration approach to regional governance, while ensuring a uniform distribution of the indicator under study, does not allow for the identification of municipal territories with distinct characteristics. This problem was addressed using a cluster approach. This approach can serve as the basis for developing and implementing informed and balanced solutions for personnel management in the regional healthcare system.
