Lệ Dung Phạm Thị <p>This study clarifies how intangible cultural heritage
values are mobilized and leveraged as endogenous resources for green
development in Quang Tri province. By integrating approaches based on cultural
capital, endogenous development, and green growth, the study utilizes secondary
data from the 2021–2025 period- including state management reports,
documentation on cultural preservation and promotion programs, policy
documents, and relevant research. The findings reveal three identifiable
transformation channels in the case of Quang Tri: (i) maintaining and
regenerating cultural knowledge and practices; (ii) activating heritage for
promotion and community-based tourism; and (iii) expanding the participation of
artisans, practitioners, and the community in value-creation activities. The
study contributes by operationalizing the concept of "transformation"
and identifying four key conditions: community ownership, artisan-ensured
authenticity, market actors connecting value chains, and a state that fosters an
enabling institutional environment.</p>
