Case Study: Metro Coast (Cabinet Conspiracy)
Johnny D. JonesAbstract
This case study examines leadership failure, organizational corruption, governance breakdown, and financial fraud within higher education through the Metro Coast University (MCU) campus expansion scandal known as “The Cabinet Conspiracy.” The case centers on a group of senior university administrators who exploited their positions of authority during a $700 million campus expansion project by manipulating procurement processes, approving inflated construction contracts, authorizing fraudulent consulting agreements, and accepting kickbacks from contractors. Over time, the conspiracy evolved into a sophisticated network of bid rigging, shell companies, offshore financial transfers, and falsified financial reports that deceived university leadership and the Board of Trustees.
The case highlights how institutional corruption often develops gradually in environments characterized by rapid growth, high trust in senior leadership, limited oversight, and a culture that discourages questioning authority. It also demonstrates the importance of internal controls, independent audits, whistleblower protections, procurement transparency, and board governance in preventing financial misconduct in higher education institutions. The exposure of the conspiracy by mid-level employees and internal auditors underscores the importance of organizational culture and ethical courage in protecting institutional integrity.
This case is designed for graduate students and higher education administrators to analyze leadership ethics, risk management, financial oversight, procurement policies, and organizational governance. The case emphasizes that transparency, accountability, ethical leadership, and strong governance structures are essential for protecting public trust and institutional reputation in higher education.
