Call to Action for Elected Officials: Supporting Incarcerated Women as Workers, Caregivers, and Community Members

Abstract

This paper calls on elected officials to prioritize policies that address the unique challenges faced by incarcerated women, who represent the fastest-growing segment of the US correctional population. We argue that incarcerated women are not just offenders, but also employees, caregivers, and vital members of their communities whose needs are often overlooked by a justice system designed around male experiences. We identify three key areas for reform. First, physical health and safety must be protected through improved access to reproductive healthcare, the elimination of shackling during pregnancy, and the establishment of gender-specific medical standards. Second, mental health needs require trauma-informed, gender-responsive programs, expanded prison nursery initiatives, and trained staff to mitigate the long-term harms of incarceration. Third, policies must strengthen caregiving and family connections by removing barriers to visitation, reducing communication costs, and supporting legal and logistical processes for regaining custody. We urge lawmakers to implement comprehensive reforms that promote rehabilitation, workforce development, and equitable treatment, reducing recidivism and strengthening families.
