BUSINESS ASSESSMENT OF ADMINISTRATIVE AND MANAGERIAL PERSONNEL IN THE CONTEXT OF DIGITAL TRANSFORMATION OF UNIVERSITIES
E. Elyashevich, R. AshurbekovThe article deals with the problem of organizing the business assessment of administrative and managerial personnel in higher education institutions. The relevance of the study is due to the steady trend of increasing the number of administrative employees in universities and the need to develop adequate mechanisms for assessing their performance. The purpose of the article is to identify key problems in the organization of assessment of administrative and managerial personnel based on the analysis of modern Russian and foreign practice and to propose directions for their solution in the context of digital transformation of higher education. The paper substantiates the need for an integrated approach to creating an assessment system, including the introduction of digital tools, the development of differentiated performance indicators based on Key Performance Indicators (KPIs) and Objectives and Key Results (OKRs), and the improvement of certification procedures. Special attention is paid to international experience in creating digital assessment platforms and the possibilities of its adaptation in Russian universities. The article contains conclusions about the need to transform approaches to assessing administrative and managerial personnel and may be of interest to managers and specialists of HR departments in educational institutions.
