Budget security of the regions in the Arctic Zone of the Russian Federation: current status and risks

In the context of geoeconomic and geopolitical instability and increasing sanctions pressure on the regions of the Arctic zone of the Russian Federation (AZRF), the issue of budget security management is becoming increasingly urgent. Using the developed methodological approach, the paper assesses the state of budget security in AZRF regions and identifies and evaluates the level (degree of danger) of budget risks and threats. As a result, significant differences in the level of budget security and the nature of emerging risks and threats have been identified between regions in the European and Asian parts of AZRF. To minimise budget risks and achieve a balance of interests among participants in financial distribution relations, measures are proposed to improve budget policy and landmarks are identified for enhancing the development of social and economic processes under the new conditions.
