Breaking the Barricades: The Evolving Landscape of Special Educational Needs in Northern Ireland
Geraldine Parks, Fionnuala LeneghanThis chapter is set within the context of the recently published Special Educational Needs Reform Agenda for Northern Ireland (SEN Reform NI, 2023). Budgetary cuts and political instability have led many to report that the Special Educational Needs (SEN) system in Northern Ireland (NI) has long been approaching a tipping point (Fitzpatrick et al., 2023). In 2020, the NI Children's Commissioner highlighted that the system was exceedingly strained, noting that budget cuts were increasingly affecting the availability of children's services across education, health, and social care (NICCY, 2020, p.6). The subsequent End-to-End Review of SEN (DENI, 2023) reinforced the urgent need for improvement to ensure that children with SEN have the same opportunities as their peers.
This chapter considers the recommendations of this review and the broader reform discussion, including the endorsement of a framework for specialist provision that addresses capacity, geographical, sectoral, and linguistic inconsistencies. It examines the practical realities of implementing inclusive education in NI, exploring strategies and initiatives employed to foster inclusive learning environments, including appropriate support services and specialist provision within mainstream schools.
Central to the chapter is a critical analysis of the challenges encountered, ranging from resource constraints and historical status quo to the tensions between individualised support and inclusive provision in mainstream settings. Overall, the chapter offers a comprehensive examination of NI's approach to inclusive education, analysing the legislative framework, implementation in practice, and stakeholder perspectives. It ultimately affirms that whilst inclusion and diversity are ideals worth pursuing, significant obstacles remain.
