Analysis of Trends in the Development of Software and Computing Tools Used in Public Administration in Russia

While the digital revolution has already altered established governance models, governments continue to face several obstacles. In the context of a digital society, public administration leverages information and communication technologies to shift from traditional paper-based bureaucracy to dynamic, data-driven management. This paper outlines current approaches, including the program-based method. It also examines key software and computational tools used for forecasting socio-economic processes, preventing crises, and testing management decisions. The analysis indicates that attention must be paid to developing digital literacy among the population. Educational programs and public awareness campaigns should become an integral part of state policy aimed at narrowing the digital divide and increasing citizen engagement in the digital environment. Furthermore, it is essential to implement mechanisms for the continuous monitoring and evaluation of digital initiatives, enabling the timely identification of issues and the adjustment of strategic directions. In this context, big data analytics and artificial intelligence play a crucial role, offering the potential for more accurate forecasting and decision-making based on objective metrics. Thus, the transition to a "digital state" model offers clear benefits: simplified access to government services, increased transparency in administrative procedures, and faster service delivery. At the same time, associated risks cannot be ignored—including cybersecurity threats, the potential for pervasive surveillance, privacy breaches, and the widening of the digital divide between different segments of society. All these factors must be central to the development of public administration strategies.
