An Integrated Framework for Organizational Design, Competency Management, and Workforce Planning in a Colombian Technology Company
Carlos Santiago-Torner, Angie-Paola Morales-HenaoThis study examines how organizational design, competency management, and workforce planning can be integrated to support coordination and operational capacity in a growing Colombian technology company. Drawing on information processing theory and a competency-based perspective, it adopts a single-case design combining document analysis, functional mapping, aggregated workforce data, and an exploratory survey of 41 employees. The findings identify hierarchical dependence, unclear decision rights, cross-functional frictions, and changing competency priorities. Based on this evidence, the study develops the ON Competency Model and an integrated framework linking structural diagnosis, competency requirements, and workforce planning. It proposes that workforce composition should be determined after clarifying processes, interdependencies, decision rights, and required capabilities. The framework remains to be validated through longitudinal and comparative research.
