An Analysis of Entrepreneurship Ecosystem in Oman: Developing and Empowering Startups
Ibrahim Issa Al Balushi, Trinette FernandesAbstract
This chapter examines Oman’s efforts to support entrepreneurship by building a comprehensive ecosystem that helps young people start businesses and empowers innovation-driven startups through public programs. Utilizing the Triple Helix Model, which emphasizes collaboration among universities, industry, and government, this chapter highlights the role of each sector in fostering an entrepreneurial environment. This collaboration begins with education, where students are exposed to programs that cultivate the mindset necessary to transform their innovative ideas into startups. Aligned with Oman Vision 2040, which emphasizes entrepreneurship as key enabler for economic diversification and knowledge-based economy, government uses various indicators, such as the Global Innovation Index and the Ease of Doing Business Index, to monitor progress. This chapter focuses on programs that directly support startups, including awareness initiatives, boot camps, innovation competitions, seed funding, investment opportunities, and mentoring, aimed at encouraging growth beyond local borders. Through a systematic review of current practices and challenges through literature, statistics, and reports, this chapter analyzes the effectiveness of these supports, identifies gaps in the ecosystem, and proposes improvements across categories such as awareness programs, training initiatives, startup development, and sustainability. Recommendations include strong collaboration among the main players, flexible funding options, and diverse funding options for university-led ventures and tailored access to resources to strengthen startup growth, including In-Country Value (ICV) initiatives. The recommendations are all in line with the National Priorities outlined in Oman Vision 2040. Although noteworthy improvements have been achieved over the past decade, continuous efforts are essential for effectively supporting innovation-based startups.
