Alignment of agricultural production and rural social infrastructure development: assessing disparities and identifying support priorities
Aleksey Rodionov, Anatoliy Bukreev, Galina Grafova, Larisa MoskovcevaThe consistency of the development of agricultural production and the social infrastructure of rural areas has been studied. The aim of the work is to develop a diagnostic approach that makes it possible to distinguish between production changes, infrastructure deficits, and limitations in the availability of services, as well as to substantiate differentiated support priorities. It has been established that in 2021–2024, the real volume of agricultural production increased by 7.8%, nominal investments in the type of activity under consideration increased by 37.4%, and the employment rate decreased by 5.2%. The gap between the urban and rural shares of comprehensively well‑equipped housing area decreased from 42.2 percentage points to 37.3 percentage points. At the same time, the number of rural outpatient and polyclinic organizations increased by 0.9%, while their total capacity decreased by 2.5%. A non‑compensatory approach to diagnostics has been proposed. The delineation of support for basic living conditions and the design coordination of production, personnel, and social investments has been substantiated.
