Additional Learning Needs and Inclusion in Wales
David Vittle Thomas, Kristina Kelly, Nanna RyderThis chapter examines Wales's Additional Learning Needs (ALN) transformation programme, focusing on the implementation of the Additional Learning Needs and Education Tribunal (ALNET) (Wales) Act (2018) and the ALN Code for Wales (2021). It considers the socio economic and cultural context shaping policy and practice, including the Welsh Government's National Mission (Welsh Government, 2017a, 2023b) and the Curriculum for Wales (CfW) (Welsh Government, n.d.). Key changes are discussed, notably the introduction of the Additional Learning Needs Co-ordinator (ALNCo), new approaches to supporting children and young people and the shift to Individual Development Plans (IDPs). Whilst recognising the ambitions of these reforms, the chapter acknowledges that implementation remains at an early stage. It explores concerns raised nationally and locally, including inconsistencies across schools and local authorities, limited Welsh medium provision and variable practitioner confidence and understanding of the new system (Estyn, 2023). Drawing on recent evaluations, the chapter highlights that reform has taken place during a period of unprecedented challenge, representing an ambitious undertaking. Evidence suggests that although fewer pupils are identified as having ALN in Wales, there has been an increase in those receiving Additional Learning Provision (ALP) or Special Educational Provision. The chapter examines CfW in relation to inclusive practice, considering Welsh Government's (2023b) claim that its experiential nature promotes greater inclusion and equity, particularly for learners with ALN.
