A State of Play on Financing Adult Learning Education (ALE) in Latin America

Abstract

Adequate financing of Adult Learning Education (ALE) is crucial not only for economic, social or political reasons, but also because of its intrinsic relevance to the human being. Lifelong learning is a fundamental human right that contributes to personal and community development. This continuous process, which transcends life stages, has a positive impact both individually and socially. At the personal level, it allows access to better jobs and working conditions. ALE is also essential to improve a country's economy, considering the positive correlation between literacy rates and Gross Domestic Product. It also fosters social cohesion by promoting civic values, especially in developing countries. Financing ALE also addresses issues of redistributive justice in terms of gender and intersectionality, especially for women who drop out of school because of caring responsibilities. This article analyses the situation of ALE financing in Latin America and the Caribbean, offering recommendations and a roadmap for improving public policies in this area.
