A Hybrid Multicriteria Decision‐Making Framework for Environmental Evaluation of Industrial Parks

ABSTRACT

Industrial parks play a vital role in economic development but also generate significant environmental pressures. Evaluating their environmental features can help decision makers design effective policies to mitigate these impacts. This study proposes a hybrid multicriteria decision‐making (MCDM) framework combining the decision‐making trial and evaluation laboratory (DEMATEL), analytic network process (ANP), best–worst method (BWM), and VIšekriterijumska optimizacija i kompromisno rešenje (VIKOR) to evaluate the environmental performance of industrial parks. Eighteen criteria are selected and applied to a real case study of industrial parks. DEMATEL and ANP are used to capture causal relationships among criteria, while BWM incorporates decision makers' preferences into the weighting process. The final rankings are obtained using the VIKOR method. For deeper insight, the criteria are grouped into wastewater, industrial waste, environmental management, and air pollution sectors. The results show that simultaneously considering interdependencies among criteria, expert preferences, and data leads to more reliable and informative evaluations.
