A Demographic and Fiscal Profile of Rural Education, 2007–2023

Abstract

This chapter provides a comprehensive profile of rural education finance and enrollment trends across the United States from 2007 to 2023. Using national data, we examine differences across rural school district types—fringe, distant, and remote—and compare them to overall trends and those of non-rural districts. Findings reveal persistent enrollment disparities, higher per-pupil expenditures in remote districts, and divergent revenue trajectories shaped by economic downturns. This chapter highlights the pivotal role of federal aid during the Great Recession and the COVID-19 pandemic, while also underscoring the uneven effectiveness of state funding mechanisms. The chapter concludes with policy implications for equitable funding and suggests directions for future research on rural education finance and student outcomes.
