A Comprehensive National Vision for the Development of Syria: A Strategic Framework for Reconstruction and Economic and Social Reform

Mohammad Al-Sheikh Ahmad

This study presents a comprehensive national framework for the development of Syria, based on integrating political stability, reconstruction, economic reform, education development, combating corruption, and human development within one coherent and interconnected vision. The paper starts from a highly complex economic and social reality characterized by extensive destruction of infrastructure, an economic contraction exceeding 60%, poverty rates exceeding 85%, and youth unemployment exceeding 45%. The data indicate that the war destroyed approximately one third of national capital, with direct losses estimated at about USD 108 billion, making reconstruction an essential condition for any development transformation.

The study adopts a descriptive-analytical approach and draws on the experiences of countries that successfully overcame similar crises, such as Japan, Singapore, and Turkey. It emphasizes that development after the fall of the previous regime is not merely a set of economic projects, but also involves “reshaping social and political relations to prevent the return of violence.” The paper presents six strategic pillars: political stability, reconstruction, economic reform, education and scientific research, administrative reform and anti-corruption, and international openness. It also provides a ten-year implementation program and future scenarios ranging from rapid recovery to stagnation.

The study concludes that the success of the vision requires strong political will, effective institutions, diversified sources of financing, and strict governance to prevent corruption, together with investment in human capital and the recovery of migrant competencies.
