高标准农田建设中的土地资源整合与优化配置（Integration and optimal allocation of land resources in high standard farmland construction）

Abstract：China implements the food security strategy, and the construction of high standard farmland is the key work to improve the quality of cultivated land and ensure the sustainable development of agriculture. In current practice, land resources are scattered and fragmented, and the ownership relationship is complex, which not only reduces the supporting efficiency of farmland infrastructure, but also affects the benefits of large-scale operation, and gradually highlights the problems of high construction costs, difficult management and protection in the later stage, and low utilization efficiency. Aiming at these problems, this paper focuses on the integration and optimal allocation of land resources in the construction of high standard farmland, and explores how to break the restrictions of farmland fragmentation on the development of modern agriculture by systematically adjusting land ownership, merging plots, and reconstructing spatial layout. Based on the theories of land resource management, agricultural economics and spatial planning, this paper builds an analysis framework with the core of "ownership integration - Spatial Reconstruction - function improvement", and uses qualitative analysis and case study methods to analyze the land use status, integration path and allocation effect of typical construction areas.
