生成式人工智能引发舆情风险的适应性治理研究(Research on adaptive governance of public opinion risk caused by generative artificial intelligence)

Abstract: With the rapid development and popularization of generative artificial intelligence, the logic of network information production, dissemination and evolution has been reconstructed from the bottom, so that the impact scope, transmission speed and damage degree of public opinion risk have reached an unprecedented level. The traditional static, single and ex post governance system has been unable to adapt to the new situation. This paper demonstrates that preventing the risk of artificial intelligence public opinion is crucial and urgent in maintaining national ideological security, social public order and the healthy development of industry. Relying on the resilience theory, polycentric governance and public pond resource theory, three practical problems are extracted: the lag of risk transmission, the lack of coordination of governance subjects, and the lack of rule adaptation. Based on the above analysis, an adaptive governance system including agile governance, collaborative governance and iterative governance is constructed. The system can solve the dilemma of traditional governance, achieve risk pre prevention and control, subject collaborative governance and rule dynamic optimization, provide an implementable and verifiable implementation path for the network public opinion governance in the era of generative artificial intelligence, hold the bottom line of security, and fully release the technical dividend.
