现代高校人力资源管理职能与流程的创新再造(Innovation and Re-engineering of Human Resource Management Functions and Processes in Modern Higher Education Institutions)

Abstract: Against the strategic backdrop of China's "Double First-Class" initiative and the connotative development of higher education, talent has become increasingly prominent as the primary resource. Traditional university personnel management models are struggling to meet the urgent demand for high-quality faculty and innovative talent in the new era. This paper provides an in-depth analysis of the challenges currently faced by human resource management (HRM) in universities regarding its functional positioning, management model, and business processes. These challenges include excessive administrative burdens, low service efficiency, and pervasive data silos. Building on this analysis, the paper proposes an innovation and re-engineering framework centered on "strategic orientation, data-driven decision-making, and service-centric principles." It systematically elaborates on the transformation path for HRM functions from a "transactional" model to a "strategic partnership" role. Furthermore, it details the design of a "one-stop" HR business process re-engineering model that focuses on the staff experience and is supported by digital technologies. Finally, the paper proposes implementation strategies from four dimensions—top-level design, technological support, organizational culture, and staff competency—to ensure the successful execution of this innovation and re-engineering. The aim is to provide theoretical insights and a practical guide for enhancing the talent competitiveness of Chinese universities and achieving their strategic development goals.
