Abstract: As the core driving force for high-quality development in the new era, new quality productive forces are progressively reshaping regional industrial landscapes. Xinyu City, a typical representative of resource-based urban transformation in Jiangxi Province, faces strategic emerging industries that not only concern the optimization and upgrading of its local economic structure but also serve as a critical link in implementing the national innovation-driven development strategy. From the perspective of new quality productive forces, this paper analyzes the current development status and bottlenecks of strategic emerging industries in Xinyu City, and explores the mechanism construction and pathway selection for their high-quality development. The study finds that Xinyu City needs to promote the coordinated development of the innovation chain, industrial chain, policy chain, capital chain, and talent chain through a "chain-chain integration" model,while strengthening green and low-carbon transformation and digital technology empowerment, so as to build a modern industrial system with regional characteristics. This paper provides theoretical support and practical reference for industrial transformation in Xinyu City and other similar cities.
