Abstract: Objective This study aims to explore the enabling mechanisms of digital intelligent technologies in promoting high-quality landscape development along the Yellow River and Grand Canal (Shandong section), as well as their practical impact on cultural heritage "creative transformation and innovative development" (hereinafter referred to as "cultural dual innovation"). Methods Using interpretive qualitative research methods, 32 participants closely related to the two-river landscapes in Shandong Province were selected through purposive sampling combined with snowball sampling strategy from July to October 2025 for semi-structured in-depth interviews.Thematic analysis was employed for systematic coding, categorization, and interpretation of interview transcripts, supplemented by NVivo 12 software analysis. Results The study identified four core themes and ten sub-themes. Conclusion Digital intelligent technologies have injected significant momentum into cultural expression and dissemination of the two-river landscapes, but their effectiveness fundamentally depends on whether technological applications are deeply rooted in the spiritual core of regional culture. Future development should transcend "instrumental rationality" and focus on building an integrated "human-technology-culture-scenery" ecosystem guided by cultural values, supported by multi-stakeholder collaboration, and aimed at sustainable operations, thereby achieving a high-quality transformation of the two-river landscapes from "physical spaces" to "spiritual domains".
