大学辅导员胜任力与学校人力资源管理开发研究(Research on University Counselor Competency and University Human Resource Management Development)

Abstract: Under the guiding principles of strengthening moral education and cultivating students, and within the framework of the "Three-wide Education" model, university counselors, as the backbone of ideological and political work in higher education and guides for student development, are seeing their roles and functions become increasingly diverse and critical. However, within the current human resource management systems of universities, there remain significant gaps in the professional and career development of the counselor workforce. Particularly, human resource development based on competency models remains relatively underdeveloped. This paper aims to explore the core components of university counselor competency, analyze existing problems in their HR development within higher education institutions, and propose a systematic and scientific framework for HR management and development. Grounded in the competency model, this framework addresses four key dimensions: selection, training, performance management, and career development. The objective is to provide theoretical insights and practical pathways for enhancing the overall quality of the counselor workforce and advancing their professional specialization.
