基于双控预防机制的化工安全生产管理研究(Research on Chemical Safety Production Management Based on Dual-Control Prevention Mechanism)

Abstract:The chemical industry is classified as a high-risk production sector. Its production processes involve flammable, explosive, toxic, harmful and highly corrosive hazardous chemicals, and are characterized by high temperature, high pressure, continuous operation and complex processes. Such conditions lead to a large volume of concealed and highly coupled safety risks, which can easily trigger serious and extraordinarily severe safety accidents. Conventional chemical safety management mainly focuses on post-incident disposal and passive rectification, featuring prominent drawbacks including inaccurate risk identification, ambiguous management and control hierarchies, and unclosed-loop hidden danger remediation. These deficiencies make it difficult to meet the management and control requirements of modern chemical safety production. Centered on hierarchical risk control and hidden danger investigation & rectification, the dual-control prevention mechanism serves as a core institutional system that shifts chemical safety management from post-hoc remediation to pre-incident prevention and from passive supervision to active risk prevention. This paper systematically elaborates the core connotation and operational logic of the dual-control prevention mechanism. Combined with the full-process characteristics of chemical production, it analyzes the shortcomings and problems existing in the construction and implementation of the dual-control mechanism within current chemical enterprises. A dual-control prevention safety management system tailored to the chemical industry is constructed, with standardized, closed-loop and intelligent implementation strategies proposed and a supporting system for mechanism operation perfected. The research findings can provide theoretical support and practical references for chemical enterprises to standardize the implementation of the dual-control prevention mechanism, mitigate systematic safety risks, and improve the refined management level of safety production.
