城市综合运行指挥效能评价指标体系构建研究(Research on the construction of evaluation index system of urban comprehensive operation command effectiveness)

Abstract: The complexity of urban governance continues to increase. The comprehensive operation command system is the core of urban emergency management and daily operation scheduling, and its role is directly related to the modernization of urban governance. At present, the evaluation of the effectiveness of urban comprehensive operation and command mostly focuses on the evaluation of indicators in a single business field, and does not form a systematic and overall evaluation framework, which can not fully reflect the actual operation status of the command system in the aspects of coordination and linkage, resource allocation and decision support. Based on the system theory and performance management theory, this paper builds a set of evaluation index system of urban comprehensive operation command effectiveness covering multi-level indicators from the four dimensions of command efficiency, coordination ability, resource integration and decision-making quality, to fill the gap of existing research. This paper uses Delphi method and analytic hierarchy process to clarify the index weight, and also uses the data of case cities to complete the empirical verification.
