“双碳”战略背景下汕头新能源产业高质量发展研究(Research on the High-Quality Development of Shantou’s New Energy Industry under the Background of the “Dual Carbon” Strategy)

Abstract：The country is currently advancing the“ dual carbon” strategy, leading to a rapid transformation of the energy structure. In this context, the new energy industry has emerged as a key driver for the green upgrading of regional economies and ensuring energy security. Shantou, located in eastern Guangdong, serves as the primary hub for the offshore wind power base. Benefiting from abundant marine wind energy resources and robust industrial policies, Shantou has laid the groundwork for an emerging new energy industry ecosystem primarily focused on offshore wind power. Nonetheless, the sector encounters various practical challenges, including limited industrial chain expansion, inadequate innovation in core technologies, and constrained power consumption capacity. This article conducts a systematic analysis of the factors hindering the high-quality development of Shantou’s new energy industry. It proposes development strategies such as enhancing the policy framework, fostering the integrated development of the industrial chain, boosting technological innovation, increasing consumption capacity, ensuring resource availability, and promoting holistic growth. These recommendations aim to assist Shantou in establishing a new energy industry cluster valued at 100 billion yuan and attaining regional“ dual carbon” objectives.
