“双减”政策后校外教育资源公平性研究——基于城乡家庭获取能力的差异分析(Research on the Equity of Off-Campus Educational Resources after the 'Double Reduction' Policy——An Analysis Based on the Differences in Access Capabilities between Urban and Rural Families)

Abstract: The "Double Reduction" policy has achieved results in reducing student burden and regulating off-campus tutoring, but it has also given rise to more hidden educational inequalities. This study, based on Bourdieu's capital theory and structural inequality theory, uses policy text analysis and literature research methods, focusing on the differences in the ability of urban and rural families to access off-campus educational resources after policy implementation. The study finds that there are systematic gaps between urban and rural families in economic, cultural, and social capital, leading to significant differentiation in resource access ability, forming a "triple binary differentiation" pattern characterized by the contraction and 'underground' of resource supply, spatial concentration in cities, and increased implicit access barriers. The underlying mechanism is rooted in the historical inertia of the urban-rural dual system and the contextual misfit of the policy. The conclusion indicates that policies aimed at promoting equity may, if they fail to effectively intervene in micro-level family behaviors through meso-level institutional arrangements, actually exacerbate inequality. This paper proposes policy optimization suggestions and social work intervention strategies, providing a theoretical reference for deepening the "Double Reduction" policy and promoting educational equity.
