Abstract： Based on the practical experience of the “Thousands of Villages Demonstration and Ten Thousand Villages Renovation” project, this paper explores its transformation and application in the construction of modern agricultural parks in hilly areas. Taking Rong County, Sichuan Province as the research object, through policy analysis and field research, it is found that Rong County innovatively combines the concept of the “Ten Million Project” with the local hilly terrain and industrial characteristics, constructing a three-in-one park development model of “industry-ecology-human settlement”. The research shows that Rong County has achieved coordinated progress in agricultural modernization and rural human settlement environment renovation by focusing on characteristic industries such as grain and oil, tea, Chinese herbal medicines, vegetables, and fruits through the construction of a cascade park system. By adopting the strategy of “using park construction as a carrier to radiate and drive the development of surrounding areas”, it has effectively overcome the development difficulties of scattered resources and weak industries in hilly areas. The research reveals the adaptive transformation mechanism of the “Ten Million Project” experience in inland hilly areas, providing a practical path for similar areas to promote rural revitalization.
