Abstract: With the deepening of higher education reform and the emergence of "post-00s" students as the main demographic in universities, the management of student affairs is facing unprecedented opportunities and challenges. Student cadres, who serve as a crucial link within the university management system, directly impact the effectiveness of the "Three-Wide Education" initiative and the stable development of institutions. However, the current development of student cadres still faces multiple challenges in selection, training, motivation, and management—such as rigid selection mechanisms, fragmented training systems, and utilitarian incentive measures. This paper aims to analyze the new requirements and issues in building the student cadre team in the new era. Furthermore, it systematically constructs an innovative, "student development-centered" model for student cadre team development from conceptual, institutional, and methodological perspectives, proposing specific innovative strategies. The goal is to provide theoretical reference and practical guidance for enhancing the scientific and modern standards of student management in higher education.
