农村三资运营效益评价指标体系构建研究（Research on the construction of the evaluation index system of the operation benefit of the three foreign capital in rural areas）

Abstract: With the deepening of China's rural economic system reform, the management and operation of rural collective funds, assets and resources (hereinafter referred to as "three capital") has become an important link in the implementation of Rural Revitalization Strategy. However, problems such as extensive management, lack of benefit evaluation standards, and weak supervision mechanism are common in the current rural three capital operation process, resulting in the loss of collective assets and low operation efficiency, which is difficult to effectively support the sustainable development of rural economy. In view of this practical dilemma, this study aims to build a set of scientific, systematic and operable evaluation index system for the operational benefits of Rural three capital investment, in order to make up for the shortcomings of the existing research in the aspects of single evaluation dimension and strong subjectivity of index selection. Based on the theory of public management and performance evaluation methods, the study uses literature analysis, expert consultation and analytic hierarchy process to select 18 core evaluation indicators from four dimensions of economic benefit, social benefit, ecological benefit and management efficiency, and determines the weight distribution of each indicator.
