Abstract:The accelerated aging of China's population has led to an increasing demand for care services among rural disabled elderly. However, the current services provided are mostly fragmented, making it difficult to achieve health equity. This paper analyzes the possibility of integrated governance for the fragmented phenomenon of care services for rural disabled elderly from the perspective of health equity. It aligns health equity with the availability, appropriateness, and quality of elderly care, examining the content of care for rural disabled elderly and the special difficulties they encounter. Based on a systematic review of the current status of rural care services, this paper specifically explains how fragmentation occurs in terms of service providers, resource allocation, policy design, and information use, highlighting its detrimental and unfair impact on the elderly's health rights. Subsequently, from a management perspective,it analyzes the various root causes of fragmentation;based on this,it proposes a countermeasure approach centered on integrated governance, incorporating government guidance into a cross-sector collaboration framework, enabling families, communities, institutions, and society to fulfill their respective responsibilities and complement each other, and utilizing information technology to connect processes and facilitate services.
