便民服务热线数据全生命周期安全管理机制探讨(Discussion on life cycle safety management mechanism of convenient service hotline data)

Abstract:With the continuous promotion of digital government, the convenience service hotline has become an important channel for the government to connect with the masses and collect social information and public opinion. During the operation of the hotline system, a large number of personal privacy information, call recording and business processing data have been accumulated, and its full life cycle management has encountered many challenges. Most hotline platforms lack a systematic security mechanism in data collection, storage, use, sharing and destruction, and have problems such as extensive authority control, nonstandard desensitization processing, and difficult data flow traceability, which make the risk of data leakage relatively high and seriously threaten the safety of citizens' personal information and the credibility of the government. Based on the security theory of the whole life cycle of data, combined with the business characteristics of the convenient service hotline, this paper constructs a set of security management mechanism covering the six stages of data generation, transmission, storage, processing, exchange and destruction. This mechanism refines data classification and grading rules, introduces role-based fine-grained access control, establishes a dynamic desensitization and audit tracking system, and strengthens the compliance verification of data destruction. The purpose is to realize the flow and closed-loop of data security management.
